42. In accordance with its general recommendation No. 24 (1999) on women and
health and targets 3.1 and 3.7 of the Sustainable Development Goals, on
reducing global maternal mortality and on ensuring universal access to sexual
and reproductive healthcare services, the Committee recommends that the State
party:
(a) Provide adequate access to affordable modern methods of contraception,
including emergency contraception, for all women and girls, including by
removing the requirement for girls aged 16 and 17 years old to obtain parental
consent in order to obtain contraceptives;

41. 委員会は、2023 年に締約国で経口中絶薬が合法化されること、及び 2023 年に薬
局で緊急避妊薬を利用できるようにするための政府の試験的措置に関心をもって留
意する。しかし、委員会は懸念をもって留意する。
(a)緊急避妊薬に関する明確な政策の実施スケジュールがないこと、ホルモンインプ
ラント、ホルモンパッチ、プロゲステロンのみの「ミニピル」など、他の形態の現代
的な避妊手法へのアクセスが締約国で承認されていないこと。
42. 女性と健康に関する一般勧告第 24 号（1999 年）並びに、世界の妊産婦死亡率の
削減及び性と生殖に関する保健医療サービスへの普遍的アクセスの確保に関する持
続可能な開発目標のターゲット 3.1 及び 3.7 に従い、委員会は、締約国に以下のとお
り勧告する。
(a)16 歳と 17 歳の女児が緊急避妊薬を入手するために親の同意を得る要件をなくす
ことを含め、全ての女性及び女児に、緊急避妊薬を含む手頃な価格の現代的避妊方法
への適切なアクセスを提供する。
